Rent increase 2027: the TAL calculation, the notice, and staying or moving on July 1

The TAL rate is a starting point, not a ceiling. Your landlord can propose more, and you can refuse.

In short: for the 2027 rent increase, the Tribunal administratif du logement will publish its rate around mid-January 2027. If your lease ends on June 30, 2027, the notice must reach you between January 1 and March 31. You will then have one month to reply in writing.

Rent increase 2027: the TAL rate arrives in mid-January

Your notice may arrive before the rate itself. The Tribunal administratif du logement (TAL) publishes its base rate every January. The 2026 rate, 3.1%, came out in mid-January 2026.

Since January 1, 2026, this rate follows a new method. It is the three-year average of Québec's consumer price index (CPI). The CPI measures how much prices went up in a year: groceries, gas, electricity and the rest.

The 2026 rate averaged 2023, 2024 and 2025. According to the Institut de la statistique du Québec, Québec's CPI rose 4.5% in 2023. It rose 2.3% in 2024 and 2.4% in 2025. The average comes to 3.1%.

For 2027, 2023 drops out of the calculation and 2026 comes in. If Québec's 2026 inflation ends near 2.4%, the base rate will land around 2.4%. That is our estimate based on ISQ figures, not a TAL figure. We will update this guide as soon as the official rate is published.

The 2026 rate applies to rents that begin between April 2, 2026 and April 1, 2027, according to the TAL. A lease renewed on July 1, 2027 therefore falls under the 2027 rate.

Rent increase 2027: the TAL calculation on a real lease

Take an unheated 4½ in Ahuntsic-Cartierville rented at $1,500 a month, a market estimate for the example, not our rate.

At the 2026 rate, the base increase on this example rent would be $46.50 a month, a market estimate, not our rate. The math: $1,500 (market estimate, not our rate) × 3.1%. The example rent would go up to $1,546.50 (market estimate, not our rate), or $558 more over 12 months. At 2.4%, the example increase would drop to $36 a month, or $432 a year (market estimate, not our rate).

The base rate is only the first line of the calculation. The landlord can add the increase in municipal and school taxes. They can also add the increase in the building's fire and liability insurance premiums. For major work, at most 5% of the expenses can be added to the new rent, according to Éducaloi. An added service, such as a pool built for the building, also counts.

To check your notice, enter these figures in the TAL calculation tool. If the increase goes above the base rate, ask the landlord for the tax bill and the insurance invoice. The TAL recommends a computer: the tool does not display well on some phones.

An increase higher than the tool's result is still a proposal. You keep the right to refuse it.

Rent increase notice: the dates for a lease ending June 30, 2027

Your 12-month lease ends on June 30, 2027. The landlord must send you a written notice 3 to 6 months before that date, under article 1942 of the Civil Code of Québec. For a lease of less than 12 months, the window becomes 1 to 2 months before the end.

For a July 1 lease, the calendar reads like this:

  • January 1 to March 31, 2027: the window to receive the increase notice.
  • Around mid-January 2027: the expected publication of the TAL rate.
  • One month after you receive the notice: your deadline to reply. A notice received on February 20 gives you until March 20.
  • One month after the landlord receives your refusal: the landlord's deadline to apply to the TAL.
  • July 1, 2027: the start of the renewed lease, or your moving day.

If no notice arrives by March 31, your lease renews on July 1 on the same terms. The rent then stays the same until June 30, 2028.

A notice received in early January may have been prepared before the 2027 rate came out. Your month to reply still runs. Redo the calculation as soon as the rate is published, before that month ends.

Refusing a rent increase: your three answers

You have the notice in hand. The law gives you three possible answers, and silence counts as one of them.

You can accept the increase: the lease renews on July 1 at the new rent. You can also announce that you are leaving at the end of the lease. Finally, you can refuse the increase and stay. If you do not reply within the month, the law considers that you accept.

Your answer must be in writing. The TAL offers a template: "Tenant's reply to the notice of rent increase and modification of another condition of the lease". Keep a copy and proof of the date you sent it.

When you refuse, the landlord has one month after receiving your refusal to ask the TAL to set the rent. If they do not, the lease renews at the same rent. If they do, a judge can accept the increase, reduce it or refuse it. In the meantime, you keep paying your current rent.

One exception changes everything: section F of the lease. If it shows a building built 5 years ago or less, you cannot refuse and stay. Your choice is then limited to accepting or leaving, according to Éducaloi on lease renewal. For a lease signed since February 21, 2024, this section also shows the maximum rent for the first five years.

For a specific situation, consult the Tribunal administratif du logement.

Practical tips

  1. Write the date you received the notice on it as soon as it arrives. Your month to reply starts that day.
  2. Send your reply in a way that leaves a dated record, such as registered mail. If there is a disagreement, that is your proof.
  3. Visit before you write "I am leaving". Once you announce that you are leaving, your apartment can be rented to someone else.

Staying or moving on July 1: the real math

On paper, our example's increase of $46.50 a month (market estimate, not our rate) makes you want to leave. The full math often says the opposite.

According to Statistics Canada, the average asking rent for a two-bedroom unit was $1,930 in the Montréal area in the third quarter of 2025, a market figure, not our rate. This figure comes from online listings, whatever the rent includes. Against our example's rent of $1,546.50, a market estimate and not our rate, the gap would be $383.50 a month.

Movers None $300 to $450 an hour on July 1 for two movers and a truck, a market estimate in Greater Montréal, not a CGK Realties rate

Leaving makes sense in a few specific cases. The proposed increase goes far beyond the TAL tool's result, and you do not want a hearing. Your 3½ has become too small: a 4½ has two bedrooms, a 3½ has one. Your apartment is unheated, and your January Hydro-Québec bill weighs heavily. Your lease has section F checked, and the increase does not suit you.

At 1020 rue de Salaberry, heating, hot water and the water tax are included in the rent. The rent for each available unit is posted, up to date, on the 1020 rue de Salaberry building page. You can also compare our apartments for rent in Ahuntsic-Cartierville.

What moving really costs, beyond the rent

On July 1, thousands of households look for a truck on the same day. Off-season, expect about $110 to $150 an hour for two movers and a truck, a market estimate in Greater Montréal, not our rate. Book in January or February, as soon as you have made your decision.

In Montréal, a truck parked on the street may need a permit. The rules change from one borough to the next. Check the rules for your new address before you book the truck.

No deposit is allowed in Québec. The landlord can only require the first month's rent in advance, under article 1904 of the Civil Code of Québec. If someone asks you for a security deposit at signing, you can refuse.

You can change your address online. The Service québécois de changement d'adresse notifies 7 bodies at once, including the SAAQ, the RAMQ and Revenu Québec. The SAAQ wants your new address within 30 days of the move.

That leaves heating. In an unheated apartment, you open your own Hydro-Québec account, and winter shows on the bill. Our guide heated or unheated apartment shows how to compare two listings. At 1700 boul. Lévesque Est and 453 rue Darontal, electricity is included with heating. You have no Hydro-Québec account to open.

Frequently asked questions

What will the TAL's 2027 rent increase rate be?

It will be published around mid-January 2027. Based on our calculation with ISQ figures, it should land near 2.4% if 2026 inflation ends at that level. The 2026 rate was 3.1%.

Can my landlord ask for more than the TAL rate?

Yes, they can propose it. Taxes, insurance and major work are added to the base rate. You can refuse an increase that seems too high to you.

What is the notice deadline for a lease ending June 30, 2027?

March 31, 2027. The notice must arrive between January 1 and March 31. Without a notice, the lease renews on the same terms.

What happens if I do not reply to the rent increase notice?

You accept the increase. Silence for one month after you receive the notice counts as acceptance, and the lease renews at the new rent.

How long does the landlord have to go to the TAL after I refuse?

One month after receiving your refusal. If they do nothing, your lease renews at the same rent.

Can a landlord require a deposit for a new apartment?

No. In Québec, they can only require the first month's rent in advance.

Is heating included at 1020 rue de Salaberry?

Yes. Heating, hot water and the water tax are included in the rent, and a janitor is on site.
